Background: The Otis Library which originally occupying the basement and ground floor of a former department store in downtown Norwich. Expanded the overall also owned two adjacent buildings and, for this development, took over both floors of all three buildings, doubling in size to 40,00& square feet.
The major design elements include a day-lit two-story atrium which provides clear view to all public areas of the library, Where a new street facade was developed to define a connection between the three original buildings into a singular form that can enhance the downtown streetscape.
Ground floor facilities include the main reading room, reference library, young adult department, and a combination media library and cafeteria.
A greatly-expanded children's library occupies the second floor, along with an auditorium, conference center, and administrative offices. Through private and public financing, by combination of state urban-development funds, city funds, library endowment, and private fund raising.
